The container the menu is in is a

tag that has an id=”site-navigation” and class=”main-navigation” added to it. So you can probably add your background to the id of site-navigation. Now the thing is, you might have to be creative here because in mobile view, your background will show behind the mobile drop down menu too on this container.

Incidentally, the container for the menu is in the header.php file. Styling for the menu begins in the style.css file around line 1949 and starts with:
