Hi Kendra…first, for anything relating specifically to a theme, best to post it in the appropriate forum category, so I just moved this to the Encounters forum.
Regarding widgets, not all page templates have the complete set of widget positions, so you will want to check that you are using any of the “Front Page” named templates.
As a side note, if you want any of those widget positions on your blog page (the one that displays posts), the Call to Action and Insets are not available for that layout.
