I would like to have a multi-colored image repeat across the footer?

Yes, you could have multi-colored image across the footer, but i am abit confused on which themes do you want this. If you specify the theme it will be easy for me to provide you assistance regarding the problem.

Circumference theme.
However I was able to add it through the style sheet, so no worries.
