Front/Home Page Widget Issues

There seems to be a problem with the Preferential front/home page. No matter what I try the page I designate as the front page, is not displaying properly.

The Featured Bottom and Bottom widgets don’t show. Also the background image does not display. Changing the page template has no effect.
