Actually, all my themes do, except Preference. Was there a particular one that you were wanting?
As for what plugins, this is really up to the end-user because everyone’s needs are different and because there are so many types of plugins, again, it depends on what the user needs. My setup tutorials for themes do go through setting up plugins based on what I am using on the live demo sites, but these are considered optional.
